TOC problem in Word 2007 document

A colleague is editing a Word 2007 document that has a table of contents that, of course, relies on Word styles. The TOC displays levels 1 and 2 (Headings 1 and 2). Heading 1 is Chapter 1, 2, 3, etc. Heading 2 is 1-1, 1-2, 1-3, etc. In the main body of the document, most of the Heading 2 paragraphs are simple 1-line headings: 1-1 General; 1-2 Policy ... that kind of thing.

Most Heading 2 paragraphs have two or more numbered Heading 3 sub-paragraphs (a, b, c and so on). Those Heading 2 paragraphs appear as one would expect in the TOC. However, a few Heading 2 paragraphs are followed by a single unnumbered paragraph that I've formatted as Body Text. In these cases, the Heading 2 paragraph displays in the TOC as intended. Well, today the supervisor decided that he does not want those unnumbered Body Text paragraphs. He wants us to pull the text back up to follow the title of the Heading 2 paragraph ... like this:

1-4. Processing applicants. Lorem ipsum dolor sit amet, consectetur adipiscing elit. Nulla luctus ultrices vulputate. Aliquam tristique turpis pretium arcu vulputate lacinia. Nunc ut erat sit amet dolor luctus mollis vitae in velit. In massa turpis, gravida ac ultrices et, pulvinar id nibh. Cras a lectus in purus eleifend ultrices.

The unintended consequence, of course, is that all that text from the former Body Text paragraph is now formatted as Heading 2, and it all appears in the TOC. How can we make the boss happy without jacking up the TOC?

Put the heading 2s and body text paragraphs back the way they were--as separate paragraphs. Put the cursor in the heading paragraph and press Ctrl+Alt+Enter to apply the style separator formatting to the next return (¶) after the cursor. The body text paragraph will now start on the same line as the heading, and only the heading will show up in the TOC.
