Green bar, opening folder takes a long time

I just reattached an external USB drive to my computer, and when I try to open a folder or subfolder in Windows Explorer a green bar slowly extends from left to right across the top of the screen before anything else happens. What does this do and how can I just get folders to open quickly?

I get that sometimes. I think it just takes time to load the directory. USB isn't that fast. Also, does this happen all the time? Perhaps Windows is busy.
