I can confirm that the above folder is empty in my system with the exception of a few dll's.
My copy of VirtualDubMod uses this folder to store these for some reason.
Mine also is empty all files are in system32 folder

All typing errors are my own work and subject to patents pending. Except errors by the spell checker. And that has its own patients.
Also empty here on both Win 7 and Win 8 RP.

Actually it is likely not empty. You just don't have rights in there.
Run a cmd prompt as administrator. Then do dir c:\windows.
I've got 45 files in there I don't see as a non-admin user.

I'm now on my home system, Win7 HP 64-bit, and see nothing in the folder, either in explorer or with an elevated command prompt. Perhaps the bittedness has something to do with it - A-Ha!!; my wife's almost identical 32-bit system also has 22 files.

It seems that system32 and SysWOW64 have taken over entirely from the (16-bit) system folder.
Only poorly-written software will put files in there, now!
