No. Fred's article contained a link to a previous review of Soluto which compared it with MSCONFIG:

Reporting its findings within an attractive, graphic-oriented display, Soluto tells you exactly what’s launching at boot time (far more than is shown by Windows’ built-in msconfig app), how much boot time this takes, and what startup apps might be unnecessary.

So Soluto gives more information, optimizes the startup sequence, and can delete or delay startup applications; none of which can be done with MSCONFIG.

I tried it a long time ago and eventually uninstalled it, but it is worth looking at.

I looked at it awhile ago and didn't find it particularly useful and it added some additional overheads, so I dropped it. If you're having slow boot issues in XP, Vista, or Windows 7, it might be useful to take a one time snapshot of whichstartup apps take the longest but I would uninstall it afterwards. If you migrate to Windows 8, the startup tab in task manager has a column that indicates the relative impact to boot time for each startup app.

I think Soluto has an interesting idea behind, but the implementation, last time I tried it, left a bit to be desired. I ended up removing it, as it seems to have happened with previous posters. There is no risk in trying it, though.

I briefly tried it, did not think it added anything to my operation, and uninstalled it. I believe a knowledgeable user can do as good of or better job themselves without using any additional resources to tell me how to cut down on resource usage.
