Hyperlink navigation on same sheet (Excel 2K)

I have figured out how to hyperlink to a specific cell on the same worksheet, but how do I make it so that the target cell can move (and stay the target) when rows are added?

What I have done so far makes cell A27 the target, but if I add rows, cell A27 remains the target even though the data area I want to be the target has shifted down.

Instead of using the cell address, use a range name. Create a name for the cell you want to link to, and insert the link. You should see an option for Defined Names, and if you expand that you will see your name which you can select as the link.
