Clearing Admin Password Using Windows Boot Disk

Does anyone remember what issue of Windows Secrets contained the article describing how to boot up a PC with the Windows install disc, hit a key to cause sticky keys to act, then copying a file from the "C\Windows\System32 folder to the root of C, and basically being able to clear the Administrator password? I printed it off once, a while ago, and used it, but have since lost it. Now a friend has forgotten his password and I need to go through the process again. I remember that it was pretty elegant and easy, but I cannot find it in my back issues of Windows Secrets Newsletter. Any help would be appreciated.

You might want to remember also the Offline NT Password & Registry Editor ISO/boot disk.
This has always worked well for me.
