Service Control Manager Configuration Tool. What is that?
Whenever I boot up and go to my desktop and launch Chrome, I get a dialog that says this:
Do you want to allow the following program to make changes to this computer?
Program name: Service Control Manager Configuration Tool
I'm using a standard account, if that's relevant.

It sounds like perhaps Chrome did not install properly. The Services Control Manager seems to be in charge of launching all Services that launch automatically. I suspect it also works to launch Services as you open apps. Since the error seems to occur when you launch Chrome I would suspect there is a problem launching the Chrome Service.
