    There was initially a loop hole here which may have been closed. People were applying for this upgrade pricing without actually purchasing a new PC, and were successful. There were a couple of posts early in the Win 8 Pro process on the Win 8 Forum that explained this. As usual, I can't seem to find them. At the time the discussion was that this loop hole would be closed, and it appears perhaps it was.

    If you have an old pc running Win 7 or Vista you can use it get the upgrade for $15. Toshiba wanted $100 to upgrade to Win 8 Pro when I ordered my laptop. I paid $15, skipped the download, went to add features on the new machine, entered the key code and bingo! Win 8 Pro for $15. This was just last week.

    Any new PC purchased between June 2nd, 2012 and January 2013 with Win 7 installed you would qualify for the Win 8 Pro Upgrade price of $15.
