    Can't create new folders

My Windows 7 will not create new folders. The new folder button in Windows Explorer is there but does nothing. The right-click New>Folder doesn't even exist. Does anyone know how to fix this? The only way I can create a folder is to copy an existing one and renaming it. This used to work. Is this a Windows Update issue?

Possible solution here: Can't create new folder.

(I think it's more likely to be caused by some uninstalled utility program.)
