scatter plot x versus y but showing data point lables form another column

I wish to make an xy scatter plot of the incident cases per 100 000 versus an estimation of number of persons exposed and using the region number as the data point lable. I know of a macro solution but surely there must be an easier way in office 2010 or 2013 http://support.microsoft.com/kb/213750

MS MVP Rob Bovey's Free Addin at http://www.appspro.com/Utilities/ChartLabeler.htm is what I use to do this

[The lack of this feature in XL has been a pet peeve of mine since I moved away from Lotus 123 in the mid-90s. Lotus 123 also had an addin which allowed formatting parts of a cell containing a formula. Excel still has neither of these (for me) very useful features. Bovey's Addin at least solves one of my peeves...]
