Question Can't right click in Start Menu

Not my machine, I have Windows 8. Trying to figure out what's going on with a friend's computer. It's XP Pro SP3. Apparently this started after a 'repair' of XP. I saw this for myself. When he right clicks, the start menu flickers but he gets no options normally associated with the right click. He can right click on the desktop or inside a folder and all's fine.

I'm stumped. Anyone got an idea?

    TIA

Got it figured out. It was a setting in the start menu allowing drag/drop. Once allowed, problem was solved.
