How to partition an existing disk in Win7 Pro 64-bit?

I have a 3TB hard disk that has about 1TB of data on it. I want to now split it into two logical drives, one of which will contain the info that's already out there (this volume would be about 2TB), and the other portion will be for new data (about 1TB). Running Windows 7 Pro 64-bit. I've been in disk management, hoping to shrink the existing volume down from 3TB to 2TB to make room for a new 1TB portion, but I end of with an error message "the service cannot be started, either because it is disabled or because it has no enabled devices associated with it." I have no idea what that means!!!

Is there a way to do what I want through Win7, or do I need to get Partition Magic or some other third-party piece of software? Thanks for any help.

I find it is easier to go with a 3rd party app. I use Partition Wizard mini tool (free)
