Dialog box follows mouse cursor around screen

Hi, all. A friend asked me how to fix his mouse problem. He says a small dialog box with Open/Close/Move options appears suddenly beside his mouse pointer and then follows the pointer around the screen, and he can't get rid of it. I suggested that he try 1) unplugging the mouse and wait a moment before plugging it back in, or 2) try using a different mouse, or 3) try using System Restore to roll back the system to an earlier date before the problem appeared. Have not heard back from him yet but am wondering if someone here has a better, surer solution to that little dialog box following his mouse pointer around the screen unbidden? I did not suggest booting into Safe Mode for fear he might not understand ....
    Any suggestions? Thanks.

Tell your friend to go to his mouse settings (under Control Panel) and slow down the double-click speed. Also, make sure that ClickLock (Windows 7) is unchecked.

OK, I passed the suggestion on to him. Will report back if it doesn't work!
