Action Center WRONG!
Action Center is giving me 3 important messages.
1. Spyware and unwanted software protection. (Windows Defender is turned off.) Uh, NO. It's set to Manual (Trigger Start).
2. Virus protection. (Windows Defender is turned off). Nope. Also have Kaspersky Internet Security 2013 installed.
3. Network Firewall. (Windows Firewall is turned off or set up incorrectly.) Nope. In Services, Windows Firewall is shown as ON and RUNNING (Automatic Start}. Also, I have no problems running apps. If Windows Firewall was off/disabled then apps wouldn't run.
Kaspersky shows no errors/warnings.
I stopped the firewall, set as disabled. Then reset as automatic and restarted the firewall. No change.

OK. Got it fingered out. KIS' database was corrupted. Uninstalled/reinstalled KIS and problem fixed.
