    Brendak,

You don't say what version of Windows you are using? However, if you go into Control Panel and then Users you can look at your account and see if it is an Administrator account or Standard User account. The ISP guy shouldn't have messed with your account settings but he may have. HTH

Please tell us ALL the information.

What OS, what browser, what Service Pack level of OS and browser.

I have XP too and I just opened I.E. (which I almost never use) and there is no System button anywhere.
But then I've used only Mozilla Firefox since it was still in Beta, years ago now, so I'm not all that familiar with I.E.

You'll have a much nicer browsing experience if you'll just use Firefox. Just a suggestion.

    Cheers mates!

I need to understand some items

Why did the internet provider company come and restart your system?
--- What do you mean by system?
What is it he/she fixed? Did he/she explain anything to you?

You say you are not allowed to go into your system
--- What is the exact error message you get at that time or at any other time when you are on the computer?
--- Even though you have an administrator account, you can still have some Administrative Privileges blocked
See if this helps: How to Recover Windows XP Home Administrative Privileges

Can you access Internet Options by going into the Control Panel and then opening Internet Options?

Have you run your internet security programs to make sure the computer is clean?
    --- Maybe there's an anti-malware program involved
Just in case, check this out How Can I Fix My Administrator Rights After a Virus Disabled It?
