IE 10 installs but cannot display web pages

I have tried multiple times over the past 6 months to install ie 10 on my 64bit Windows 7 eMacine PC. It installs but does not open any web site saying they are all unable to be displayed.
I can set the tool bars, have access to my favorites, etc.
Any web page I try to view results in a message "unable to display" and something like "check with web page provider to get them to correct their web page format" It's trying to display using compatibility format, and displays a broken green symbol on the url line.
I've uninstalled IE 10 and continue to use IE 9 which I have no problems with. Now that IE 11 is here I'd like to resolve this issue so I can install either IE 10 or IE 11.
My pc is running Win 7 64bit.
