Internet Options, General, Tabs, "When a new tab is opened, open:", then change "A blank page" to "The new tab page" or "Your first home page".

That's my favourite page! No stupid ads or video clips to load when I just want to type a web address.

Do you want to eliminate the about:blank feature od IE11 or having a custom startup page that's not changed by malwares or your Grandson? For the latter:

    I found this solution on:

    http://www.thewindowsclub.com/lock-i...e-page-Windows

    Using IE11 and Win 8.1
