Norton SystemWorks 2002 is compatible with Windows XP. It also includes Norton Antivirus 2002, that is highly recommended to install.
I have installed that and it has lots of good tools, but it does not have a file manager.

They don't come much better than PowerDesk4. The free version has a small unobtrusive advert line and a pop-up on exiting; the pay version does not.
