Excel 2013 Error - "There was a problem sending the command to the Program"

Excel 2013 will not open an Excel file unless you open the file from inside the program.
Trying to open a file from an Email or Windows Explorer gives the above error message.
The Excel program, however, opens. Any Ideas??:

Instead of manually fixing it, go to the site and download the "Fix It" then run the file.

Did that. The error message is: Microsoft fix 50392 --- This Microsoft fix does not apply to your operating system or application version.
Running W7 pro 64 bit and Office 13 Professional Plus, 32 bit. What now?

Try resetting the file association by right clicking on an Excel file> Open with...> Select Microsoft Excel (if it is not there then browse for the Ecxel.exe file)>tick the "Always use the selected program to open this kind of file" checkbox> OK. See if that helps. If it does, you may have to repeat the process for all .xlsx, .xlsm, .xlsb

Did that but it did not change anything. Looks like I will have to uninstall Office 13 and install Office 2007.

    Found this:
If you receive the error: There was a problem sending the command to the program on Windows 7, while using desktop shortcuts, internet links or Excel, then this article will help you.
