Virtualize an entire network for testing?

I want to setup a network consisting of Windows Server 08 R2 along with a couple Win 7 so I can test things like WSUS, GPO etc...

Can this all be done using VM? Any suggestions on software? Free is better.

    In a word, yes.
You can use VMware Hypervisor free or download the all singing all dancing VMware and run it for 60 days without cost.
You can also use Oracle VM server.

    Have fun!

    cheers, Paul

    Another possibility is VirtualBox (https://www.virtualbox.org/).
One thing you will need: lots of RAM. Windows Server will want at least 2GB, each Win 7 VM another 1GB. You'll probably need 8GB or RAM on your PC to work comfortably (you might be able to get away with less, but things will run really slow). I used to have 8GB of RAM and running one Windows Server 2008 SR2 VM along with one Windows 7 VM pretty much was the limit of what I could tolerate. Having lots of cores helps also, but is not a crucial as RAM.
