    YES, but with some caveats, one of which is a legal standard.

    You'll have a limited number of region changes, something between 5 and 7, before you get locked into a certain region.
    Other software, like AnyDVD will allow you to play any regions DVDs.

    To emphasise what Clint said, this maximum number of 5-7 region changes is a hardware "feature" of the DVD player unit's firmware, which usually cannot be overcome. Hence the requirement for an external software bodge.
