The Chinese government this week announced that it will ban the use of Microsoft's Windows 8 OS on its computers.
At about $142 US per copy, "Windows 8 is fairly expensive and will increase government procurement costs." He said the government was negotiating with Microsoft on the price.

Probably because they have been so many pirated copies of XP. Estimates are that up to 80% of XP in China is pirated.

Microsoft has made it increasingly difficult to run pirated software.

Let them keep all their old pirated copies of an outdated OS.

They say that their plan is to copy Linux Distributions, copying Windows distributions causes disruptions when Microsoft stops supporting them.

Never said they couldn't. Just said that Microsoft has made it increasingly difficult to pirate Windows.
