    Unbreakable table (MS Word 2000)

We are having a very annoying problem with Word tables. Even though the Table Properties are set with "Allow Row to Break Across Pages" it doesn't break. The header row ends up in the middle of the page with the rest of the table on the next page. Sometimes if you copy the text into another table that table will break. The attached file is an example of this NOT working.

The Keep with Next turned on the the Heading styles that seems to be causing the problem.
