Outlook 2013: Missing Social Connector function

I want to use the Social Connector functionality to import from LinkedIn. In Outlook 2013, when I go to File>Info supposedly I should see "Account and Social Network Settings". However, I just have "Account Settings". Why? What's wrong?

Yes, I have read those articles. The Reading Pane does not appear as an option in the toolbar. And, the People Pane does not exist. (There is no arrow at the bottom to expand it.)

In the "To Do" section of the Ribbon there is a button for the Reading Pane.

See Social Connector and People Pane missing from Outlook 2013 & Outlook People Pane is missing.

You are correct. However, that doesn't give me the People Pane like the Reading Pane and the Folder Pane. And that doesn't solve my main issue with the Social Connector.
