    What sort of videos?
    What is your hardware configuration?
What software are you using to view the videos?
What bandwidth do you have? Who is your ISP?

I don't know what 12 lil dots mean but your bandwidth could be critical and you don't say if this is a recent problem or not.

I'm always wary of Betas and reverting to the latest normal Flash update may resolve, but checking the option for Use software rendering instead of GPU rendering can sometimes resolve buffering.

This is the first option in IE - Tools - Internet options - Advanced and while you are under the Advanced tab, scroll down to Security and check the box for Enable Enhanced Protected Mode to see if that makes any difference.

Enabling that mode makes IE 11 a 64 bit browser.

When playing a video, right click on it - select Settings.. and check/uncheck the box for Enable hardware acceleration.

Sometimes it helps when not checked.

And that's about all I know about this sort of problem.
