change color of windows password login screen

I have tried google and can't find an answer to this. I want to change the color of the password screen. (where the user logs in at)

    to clarify:
    I boot up the computer,
then the (i guess) lock screen comes up, if I hit any key at all the wallpaper moves up and I get the login screen.

If I remember right it was originally blue, at some point using a built in feature in windows I turned it to a dark brown. Now I want to change that to a different color and I can't find a single webpage that explains how to do it. several have said ways to do it under windows 8.0 but i think it changed when i upgraded to 8.1

    any help is appreciated.

sorry but if i go to the upper right corner and drag down to settings then to personalization, the personalization window comes up but since I've already changed the color scheme for windows (when i am fully logged in on the desktop) and also changed my desktop image. it says "unsaved themes" is what is currently set. and i don't see a way on that window to change the color of the password screen.

found it. you have to leave the desktop and go to the start screen. then choose settings and then choose personalize. what ever you choose for you background color on the start screen is the color for the logon screen.

microsoft has got to make a more user friendly system for changing the colors and background images for the lock screen/ logon screen / start screen / AND the desktop.

this is just silly. it's nice to have options but to have to dig this hard to find it is just messed up.
