I'm looking for a way to set up auto-responder so that it responds not only to the first message someone sends me while I'm out, but to all subsequent messages as well.
I'm working with HR on updating our terminated policy. They would like us to be able to set up an auto-responder that responds to *every* e-mail message (not just the first from a given address). This way if a client sends e-mail to a terminated employee, receives the response and then forgets that the employee has been terminated (and sends another message) the client will be reminded (again).
Eventually, we will close the e-mail account so that clients will get a bounce message, but we're looking for a way to manage this in the interim.
We use Office 2013 with Exchange.

Have you looked at using an Exchange transport rule? They are not subject to the once per day per address limit as out-of-office are.
