Movement by Arrow Keys in Excel 2002

I cannot figure out how to set it so I can move about using arrow keys - any arrow causes the entire worksheet to move (unless I am inside a cell). There must be a way to do this, but I cannot find it.

I accidentally upgraded to 2002 from Excel 2000 (I think). I notice several improvements, but nothing I couldn't give up.

    Thank you

Do you really think I am that much of an idiot?
    You've fixed my problem.
    Thank you, thank you.
I don't remember using Scroll-Lock ever in 30 years. Nor "Pause/Break" in maybe 20 years.
