Only if you visit a site that needs it (Silverlight is used by Netflix for its instant video streaming service for instance). It was the MS reply to Flash Player and it never really caught on. The last update was in 2012.

It's had some security and bug fixes since then: Microsoft Silverlight Release History

But it's only used by 0.1% of all websites.

    No.

There's no reason to install it just because it's available as an 'Optional update' from Windows Update.

You'll be warned if it's ever needed to access content... and, in my opinion, that's the only time Silverlight should be installed.

By the way... if you try to 'Hide' Silverlight in Windows Update, just be aware that there have been 7 or 8 different versions/updates (I think) and you need to 'Hide' each and every version/update before you stop seeing the prompts to install Silverlight.

    My online banking uses Silverlight.

If you use CCleaner to clear temp files etc. and you've been to a site that uses Silverlight, you'll see it as one of the files that will be removed.
