Punctuation display problems in discussion forum

It seems I spoke too soon about everything going smoothly with my discussion forum. It now seems that another user posted a message on the discussion board and apostrophes are being displayed as a series of numbers and symbols. She sent me a feedback form that indicated the following as to her browser:

HTTP User Agent: Mozilla/4.0 (compatible; MSIE 5.01; Windows 95)

Does anyone have any ideas? For review, the discussion board was created in FrontPage 2000. Thanks!

just tested - using IE 5.0 apostrophe(whatever) are displaying OK (even if I can't spell). Think we need a little more testing. Can other Netscape users test Keely's site. Maybe a Netscape vs IE thing?
