    Try from the Control Panel\All Control Panel Items\Power Options\Edit Plan Settings > Change Advanced Power settings > Processor Power Management > Maximum Processor State > reduce this by 5% or so.

    Max and Turbo frequency can be found from the technical stats for your specific CPU (Intel Ark, example) and checked roughly against the blue line in the CPU% section of Resource Monitor. Or a 3rd party tool can be used (the Intel tool was almost useless when I tested it it some time ago). I'd suggest HWiNFO run with sensors only; it installs the necessary driver dynamically, most others load it permanently.
