    Verizon Messages app

For anyone with a Verizon cellphone, there's a newish app for Windows 8.1 which allows you to send/receive text messages from your computer:

Verizon Messages app lets you send and receive texts on your Windows PC or tablet

I've installed it and used it a few times to reply from my laptop to texts from my kids, as I find typing from a real keyboard slightly quicker/easier.

Of course, being Verizon, although it's also available as an Android, iPhone and Web app, there's no version available for Windows Phone.

I was dubious about it being a free app, as Verizon charges extra for things like Visual Voicemail; but there are no extra fees for this.
