Outlook rejects user name (Windows 98SE, Office 2000, SP1)

When I dial into my mail server I get an error message saying "your user name was rejected. Server Response: 'ERR, Port:110, Secure (ssl): No, Server Error 0x8000cc90, Error Number 0x800ccc91".
As i was typing this message I kept getting the error message, clicked Hide, and went back to typing.
Earlier in the week I was getting an outlook message "The requested Tasks were Completed Successfully" In the box below that it waid Task Skipped.
The name and the password I put in the box is the correct name and password and has worked well for the past 3 years. I can still dial up Internet explorer and I could dial into this forum. I just can access my email. I downloaded the "fix" for outlook 2002 but decided not to open it until I got feed back from you'uns.
Now I see the cursor is shaking, too.
    What's the fix?

Are you connecting to an Exchange server? Your error message partially matches this article (although the detail in red might make a big difference):

"There was a problem logging onto your mail server. Your User Name was rejected. Account: 'test', Server: 'lima', Protocol: POP3, Server Response: '-ERR <font color=red>Clear text passwords have been disabled for this protocol.'</font color=red>, Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC91"

It's possible you do have a problem with Outlook or something else... but in my experience, when I get this exact same message, the problem has always been with my ISP. I could get online, surf the Net, etc. all as usual, but I couldn't receive/send e-mail. Each time I would try, I would get that Error Message and the dialog box with my login name and password would always pop up. After trying all kinds of things I broke down and called my ISP support line and told them of my trouble. They confirmed that their dedicated e-mail server was having problems, etc... This has been the case every time.

So, if you haven't done that... and you can trust your ISP to tell the truth, <img src=/S/rofl.gif border=0 alt=rofl width=15 height=15> call them.
