Transferring files from 8.1 to 8.1

I have an issue of how to transfer files and settings from one Windows 8.1 PC to another Windows 8.1 PC.
In the past you were able to use Windows Easy Transfer, but now this capability has been removed from Windows 8.1
The only thing you can do using this program is transferring files from previous versions of Windows, but not from 8.1 to 8.1.
Does anyone have a solution for this?

Thanks Paul, but the issue is that Easy Transfer does not work as it did before in previous Windows versions.
    Check out jwoods answer.
I guess we'll have to use the upload to cloud option (using OneDrive) to have our settings backed up.

Thanks for the info. I was aware of most of it, but was hoping that there would be an option to transfer without syncing with the cloud, using OneDrive.
The only other option there might be is using a transfer cable or another software program.
    Thanks again.

Paul T is correct...Easy Transfer is built in to Windows 8.1 and still works.

Although is doesn't work over a network connection, the How-To Geek article mentions it does work if you use an external hard drive...

"However, you can still connect an external hard drive to your old PC, run the Easy Transfer wizard to transfer your stuff to the drive, connect that drive to the new PC, and run the easy transfer wizard to transfer your stuff from the drive to the new PC. The tool is built into Windows 7, 8, and 8.1."

Yes, it is built in, but with one caveat: you must start from an old PC, running Windows 8, Windows RT or Windows 7.
It will not allow transferring from 8.1 to 8.1. Check out the opening window in Easy Transfer.

Regardless of what the Easy Transfer window says, did you try attaching an external hard drive and following the How-To Geek instructions?

Yes, I followed the How-To Geek instructions and I do have an external hard drive attached, but when you click next in the Easy Transfer window, your only choices are:

"Yes. If you have saved your files to an external hard drive or USB flash drive, connect the drive now"
When you click on this option, it takes you to a window to open an Easy Transfer file, which of course is not there.

    The other option is:
"No. Go to your other PC and use Windows Easy Transfer to save your files. Your other PC needs to run Windows 8, Windows RT or Windows 7."
When you click on that option, the program quits.

So you see, it does not work. But thanks for your input.
