Where's the Windows 10 upgrade icon?

I applied for the upgrade to Win10 when it came out as an option a couple/few weeks ago. I had the annoying little icon near my clock to prove it.
In preparation for the upgrade I just replaced my hard drive with a new SSD (Samsung 850Pro 512GB) and reinstalled Windows 7 Pro (64bit).
All updates have been applied but I was never re-offered the opportunity to take advantage of the free upgrade, nor is the annoying little icon down near the clock.

So, is this computer going to receive its previously confirmed upgrade? How can I tell?

Service pack 1? Even all the optional updates? Some of those related to the Win10 upgrade have fluctuated between "optional" and "important".

Just to ensure Windows still sees your install as a valid one, go Start - type activate windows - press enter and see what it reports

That was the problem. Apparently when I installed Windows 7 my NIC drivers weren't installed so the initial activation never happened. After I had installed the drivers I never revisited the activation tool. Once I activated Windows the problem was resolved. Thanks for the pointers.
