Install DVD - error - Setup has failed to initialize the working directory

I am trying to upgrade a Win7 Pro Dell Vostro 1400 Laptop from a Win10 install DVD (created from a downloaded ISO).
Boot from DVD, tells me to remove the DVD, restart Win7 and then reinsert the DVD. Setup starts, but then stops with the message: "setup has failed to initialize the working directory"
Region is US. This is a 32bit laptop, so using the 32bit install iso.

Have been waiting 2 weeks for the automatic update to start from the Get Windows icon - message - "Your free upgrade is ready, we will notify you when ready". Have got tired of waiting, hence the attempt to upgrade from the DVD.

    Please help!

The problem may be a corrupted download or DVD. Download the iso again and create a new DVD.
You can also receive this same error message if you do not have enough space on your C drive for the installation files.

Have 123 GB of free space. I would think that if the DVD was corrupted in any way, then the install would not run. It seems to be running normally until this error message.

Maybe I should do a clean install, instead of an upgrade, but then Win 10 might not activate? I will do a system image backup of Win 7, then try a clean install. What do you think?
