Windows Updates Disabled on Administrators Account

Administrators account is only account on computer. When I go to Windows Updates, the screen shows that Windows Updates are controlled by the system administrator.

I have found this after doing a OS Refresh, but had not checked to see if this was true before the refresh or not.

This is a friend's computer running Windows 8.1. I cannot tell if it is all the way to 8.1 Update.

How do I correct this so that I can update the OS?

I had to use the edit registry method to enable Windows Updates.

Do you or anyone else know if the group policy editor--gpedit.msc--is or is not supposed to be included with Win 8.1 Home?

No, Group Policy Editor is not included with Home editions (of XP/Vista/7/8/10).

You can use Powershell to update.
