CD displays dir, but won't change dir

I fdisks a computer that had XP on it. Formatted, then am trying to run the set up for 98. It reads the D: drive data, but won't run setup nor will it change dir to the win98sh dir. I verified that it works via dos mode on my other computer. It even reads the data and directories on another CD fine, but not this one. Is there something I'm doing wrong or is the CD bad? I'm thinking not, bec. it can be read fine from the other computer.
    Help?

How do you reformat your hard drive? Is your D: drive your CD-ROM or logical partition? When you created C: partition, did you set it active? In which file system did you created it? When you formatted C: partition, did you copy system files on it?
If everything looks good and your computer can boot to the DOS prompt from your hard drive, boot it from Win98 Startup diskette (not Win98 Setup diskette from Installation package) or from CD and copy Win98 folder from CD to C: drive. Then reboot from hard drive and try to run Setup from Win98 on C:

Re: CD displays dir, but won't change dir

It could still have remnants of NTFS on it. I seem to remember that fdisk has problems with disks that have been NTFS partitioned, but icbw.
When fdisking, does it tell you you've put on a primary DOS partition (which you've made active) and an extended DOS one for your extra drives?
When formatting, use full (not quick) and the /s switch and re-boot.
Also try booting from a WIN 98 boot disk with CD support, rather than straight from the CD.
(kaplinb's post had not appeared when I typed this. Sorry for any duplication)

Re: CD displays dir, but won't change dir

I finally used another CD (w98Plus) and got it to start and ran fine.

    I used format C: /u/s
    D is the CD-ROM
I did set it as active
    I created it using a 98 disk

I could not even get to any directory on that CD to copy anything to C, but I could read it fine from another computer. I couldn't even read the readme.txt file. Strange. Anyway, finally got it going. I thought it was a bad CD, but it worked on my other computer fine.

    Any clues?

    To format I used format c: /u/s
I used a W98 setup disk to boot from, not the CD.

I wonder if the MBR had XP still in it somewhere. It's strange that it would read the 98Plus install CD, but not the other one.

If during bootup process MSCDEX recognizes your CD drive and assigns the letter for it (you can see it on the screen), it may be faulty CD-ROM drive itself.

Does your BIOS support booting from CD-ROM? Can you do it from your Win98 Installation CD?

To overwrite MBR, boot from floppy and type
    FDISK /MBR

Which raises the question - Is mscdex on the boot disk?
