App to batch resize, not compress, multiple images?

I need to do batch resizing of images. I want the images 75% (or any given percentage) of the original. With a quick Google search I find multiple free programs and websites that will shrink the file sizes, but the images are the same dimensions when pasted into LibreOffice. Of course I can continue to do the resizing 1 image at a time in Paint, but that's super-tedious when you're doing several hundred images at a go.

How would I word my search, or can you point me directly to a (preferably free!) app?

    TIA

Thank you. I decided to start with the "power toy" one. Installed nicely, works well... but its definition of 75% produces images significantly smaller than that of Paint. I find that bizarre. I'll play around with the percentages in hopes of finding one that matches Paint, and then try the others.

I haven't used Irfanview in agesl I had no idea it would resize. I still have version 4.2, but before that I had a much earlier version that was included on the diskettes (or on the CD) for a much earlier version of WordPerfect.

I like Faststone Photo Resizer. It will most likely do what you are looking for, and can add text (such as a copyright) in the process:

Thank you all! I have found that the Power toy app not only does a different 75% than Paint, it changes the colors to very slightly "whiter" than the original. So on to some of the others...

I will choose among the suggested apps for one that doesn't change the colors, and then play with the percentage until I find something that's nearly the same as Print's 75%.
