Windows 10: Uploading picture for Start Screen

I recently upgraded to Windows 10 on my laptop. There is a place for a picture when the computer starts up. I've tried finding the place where I can put a personal picture in place of the one Microsoft has. Where do I find the menu to do that?

If I remember correctly, Personalize>Lockscreen ( right click desktop to get menu for personalize ).
I don't have my win 10 computer running right now so I am trusting this old memory.

My fault. I didn't clearly express what I needed. I want to put a picture of myself in the space Windows 10 supplied for such. How do I accomplish that?

Start > Control Panel > User Accounts > Make changes to my account in PC settings then either browse for a photo or use a webcam.
