Exclamation Win 10 Start Menu and Cortana disappeared

My wife just bought a Surface Pro 4 with Windows 10 preloaded. It worked great the first few days and then the start button quick functioning, the desktop icons disappeared, search became inoperative, and the notification icon doesn't respond. The same had occurred to a Toshiba laptop she had bought. We took it back thinking the machine was at fault. Is there a fix, short of returning it to the store and buying an Apple?

What have you added or changed on the system?
Have you tried a System Restore?
    Have you tried a refresh?

    Exclamation Reply to Joe's questions

[QUOTE=JoeP517;1029172]What have you added or changed on the system?
Have you tried a System Restore?
    Have you tried a refresh?

I've added Office 365, Norton, and other standard apps which are running without problem on my other Win 10 machines.
There were no restore points established before the problem arose.
I don't want to try refresh as it will uninstall a lot of my apps, including Office 365 which came with a unique key as part of Surface.

It's obvious from googling the problem that this is a common problem, although not universal.

You could try uninstalling what you added, one at a time, and you'll likely find the culprit.

You could also try a repair using the in-place upgrade method...

Next week Threshhold II will become available for download. When you install it, if your problem is not hardware, it should fix your problem.

IMHO this points to a common app or malware. Running a couple of AV programs and maybe one offline would be a starting point.

Just because you don't know where you are going doesn't mean any road will get you there.

Re loss of start button & desktop icons.

Try ending explorer.exe in task manager and then restarting it.

    Cool Probably corrupt TileDataLayer file

I had the exact same problem and tried half a dozen fixes before finding this - creating 2 new users (1 admin), then copying a working TileDataLayer folder to your original user:
