MS Office files locked after Win8/10 upgrades

On some systems, upgrading from Win7 to either Win8 or Win10 can result in user files including all your Office documents being set to read-only or made otherwise unusable. Here's the fix. Plus: A supposed "tune up" tool creates a mess, and Windows turns 30 this month!
