OUTLOOK.COM RULE does not delete inbox message

In OUTLOOK.COM the RULE "If sender contains: "viagra" then move to Deleted" does not delete inbox message containng "From: "VIAGRA & CIALIS" <viagra_cialis278@pharma.can>". IE11 (11.0.9600.18163) under WIN7.

Defect or misunderstood OUTLOOK.COM Rule function?

Outlook.com “Rule: If sender contains: ‘viagra” OR ‘Viagra” OR “VIAGRA” then move to Deleted” fails on message from “viagra_cialis307@pharma.can” [1) below ] but not from two I sent to myself within an hour or so. My test sending E-Mail account wouldn't let me add an ampersand to the “From” field.

Maybe the "junk algorithm runs before my Rules. Can you see any reason the “1a) & 1b)” real SPAM messages don’t get parsed correctly?

The spam filter is applied before the email is put into your inbox. The rules run on what is in the inbox. Your emails from yourself to yourself are not sent to spam because you are a trusted sender to yourself.

Please ignore if you only want the Q/A and not off topic stuff (but this is really a classic "unintended consequences"):

Some years ago, in the early days of internet email (aka, BS - Before Spam), there was a graphics company that designed posters, advertising, etc. The company name was Via Grafix - "via" from the Latin "by way of" and "grafix" so that they could trademark the name. They registered the email domain "viagrafix.com".

They were also nice enough to let one of their servers be used for hosting an aviation email list server. That is, until spam became rampant and everyone started complaining (including many of their customers) that they were NOT getting any emails from the company. That's when someone took a good look at their domain name, and realized the problem. ISPs had started adding spam blockers, and viagrafix.com was being blocked by most of them. The spam blockers were seeing it not as "via grafix," but as "Viagra fix."
