Section Breaks w/different odd/even header and footer

I have a document someone sent me. Starting on page 4 and thereafter he wants a different odd/even header and footer. The footer will have page numbers beginning with 4.

I've inserted a section break to begin on page 4, but whenever I insert the header (haven't even gotten to the footer situation yet), it ends up appearing on the even numbered pages in the first section.

The footer needs different even/odd and will have 1 short line of text and under that page numbering on all pages (even and off) starting with page 4.

    What a nightmare this is.

What's going wrong here with my approach? What should I be doing?

    1. Insert the Section break
    2. Apply the different odd/even attribute to the new Section
    3. Unlink the new Section's headers/footers from the previous Section
    4. Apply the new Section's header/footer layouts, with numbering starting at 1.
