IE Desktop Icon is choosey as to whom it will work for

I noticed random spaces in the reg entry copy, and on checking I found none, so here is the entry itself.

    IE.txt

Now my question is this: Why would this reg work for the Admin account and the Guest account, but not the Insider account or my own (CWBillow) account?

Here is a registry entry that "recreates" the Internet Explorer desktop icon:

Are you sure you are using the correct registry key? Mine is
    Code:
    [HKEY_CLASSES_ROOT\CLSID\{871C5380-42A0-1069-A2EA-08002B30309D}]
