Skype is currently unavailable on upgraded Win10

Computer: ASUS K52JT laptop upgraded from Win7 to Win10 2/25/16

Issues with Skype since the upgrade to Win10
Skype is currently unavailable: Skype is not responding. 0x8013153B
--- Webcam Picture is upside down and there's No audio.
--- It was running fine on Win7
Browser: Google Chrome if that makes a difference

Trying to access Skype requests a Microsoft account or create one
--- My friend doesnít know what a Microsoft account as she doesnít have to log in with a password when booting up the computer --- But she did have her Skype account when she was on Win7
--- She also has asked for help from Skype's help forum but hasn't heard back
--- I believe if a Skype account is used, itís one of the ways a Microsoft account is created
    --- Is this true?

I found this which indicates Skype can be used without a Microsoft account but this post is from 2012
    --- Would it still apply?
You can use Skype desktop client instead modern Skype

There is no Modern Skype anymore. There is just the desktop client. I always sign in with my Microsoft account, but I could sign in with my Skype account if I wished. They are linked. She should create a MS Account as it makes using Windows 10 much more pleasant. She can use Cortana, and the Store. Also her settings will be synced.

There is in Windows 10: New Skype Messaging Apps Now Available for Windows 10

Three new default apps which include Skype were added to version 1511 in November 2015:

Skype instant messaging, calling, and video calling come built into Windows 10—making it easier to use Skype to stay in touch with family and friends.
Send Skype instant messages quickly right from the Messaging app. Have a few minutes to catch up? Start a video call in no time.
Open Messaging, Skype video, or Phone from your All apps list to get going.

If she is using the desktop Skype app, try uninstalling and reinstalling Skype.
