    Start disk

When I was loading Windows 98 I made up a startup disk as the program said and put it on a 3.5 disk. When I could not get Windows 98 to load after downloading a McAfee dat file, I put this disk in and tryed to get into the safe mode to delete McAfee files. All I got was A> and have been told that I have a non-system disk. How do I make the same disk with a system file on it using Windows 98? Will this help me get into the safe mode when I can not load windows? Is the backup disk that I can make from backup tab the same?
