Trying to Make Quick Launch Toolbar Available in All Accounts

I am running Win8.1 on a laptop that is only a few months old. A couple of months ago I added a Quick Launch toolbar to my User-level account and now I would like to make it available to my Admin-level account -- or better yet, to all accounts. I don't have any other accounts at this point but I don't know any reason not to make it available to All.

There are also quite a number of Icons on my user-level desktop and I would like to have a few of those also appear on the Admin--level account. How can I accomplish that?

    Thanks,
    Bill

Well, I solved this one myself: I recorded the path to my Quick Launch toolbar in my User-level account and then I logged into my Admin-level account and right-clicked the taskbar and selected the Toolbars item and then selected the New Toolbar item. That opened a file explorer window that was not set to any useful location. I set it to the path I copied from my user-level account and that activated the Quick Launch toolbar in the Admin account.
