    Powering down external HDDs

    I have two very similar Dell laptops.

    With one, when I safely remove an external HDD, the HDD powers down (as I expected it would).

    With the other laptop, if I safely remove the same HDD it stays spinning until I physically unplug the USB cable. I would like it to behave as the first-mentioned laptop.

    Is this behaviour controlled by a Windows setting or is it a hardware thing ?

    You say very similar but not identical!

    Is it possible that the one that does not power down is plugged into one of those always on charging USB ports? Just a guess but worth checking out.
