Sorry but don't quite understand what you're trying to do.

Precisely why do you need to know "ip and mac address through forum"?

You can access WSL forums the same way anyone else can - http://windowssecrets.com/forums/

You should have no need for specific IP addresses or certainly NOT MAC addresses.

No access to any MAC address from where I'm sitting, nor have I ever seen any in my ~13 years of moderating.

If you get asked to become a moderator, any training needed will be given, forum software and mods, plugins, etc. are quite variable.

If you desire to moderate discussion and/or tech forums, you will need super-patience, good internal humor, gracefulness, kindness, knowledge of both forum rules & ambiance. In my earlier years of moderating & "admin-ing" small forums, not once did I bother with either IP address or MAC address.

I'm a Global Mod on a small forum (there wasn't many to choose from ) but even when I've banned members, you only see their IP addresses to block.

Suppose a member is using more than one PC or laptop. There will thus be multiple MAC addresses at the same external IP address - always presuming they were visible outside the person's local LAN...
